Regulation on 'Internet Mathematics 2010' contest

Preamble

These Regulations (hereinafter referred to as 'Regulations') regulate the procedure of organization and holding of the contest 'Internet-Mathematics 2010'.

1. Terms

Hereinafter in the text of Regulations the following terms are used:
1.1. Contest is the contest 'Internet-Mathematics 2010' held by Organizer in compliance with Regulations, Civil Code of the Russian Federation and other federal laws and regulations of the Russian Federation.
1.2. Participant is a capable and able individual holding the citizenship of the Russian Federation, who is not involved in labor or other contract relations with Organizer, acting on his behalf, or Team who has solved the task of the contest in compliance with the requirements of Regulations. Those individuals who do not comply with the requirements for participation can participate without competing or claiming the Prize by solving the task of the contest and sending the results to Organizer.
1.3. Team is a team of not more than three capable and able individuals holding the citizenship of the Russian Federation, who are not involved in labor or other contract relations with Organizer, acting on their behalf, who have teamed up to solve the task of the contest. Each individual may participate in only one team. An individual participating in a team may not at the same time participate in Contest as an independent participant.
1.4. Result is a result achieved by a registered Participant by solving the task of the contest and sending it to Organizer within the period specified in section 4.2 of Regulations.
1.5. Winner of the contest is Participant whose result has been acknowledged as the best by Contest Commission based on criteria stated in section 9 of Regulations.

2. Aims of the contest

2.1. Contest is held with the aim to stimulate research and development in applications of data analysis methods in information retrieval and related areas.

3. Organizer of the contest

Organizer of the Contest is 'YANDEX' Limited Liability Company.

4. Terms of the contest

4.1. Participants of Contest should complete their registration in the period from March 01, 2010 to May 16, 2010 inclusive.
4.2. Results will be accepted from March 01, 2010 to May 16, 2010 inclusive.
4.3. Results of Contest will be announced on May 31, 2010.
4.4. Prizes will be awarded in the period from June 01, 2010 to August 31, 2010.

5. Informing about conditions of the contest

5.1. Organizer of Contest announces holding of Contest by placing announcement about Contest online at http://imat2010.yandex.ru/ describing the terms and conditions of Contest including the matter of the task, criteria and procedure of evaluation of Results sent to Contest, the place, the terms and the procedure of delivering Results, the amount and the form of the prize, and also the procedure and the terms of announcement of the results of Contest in compliance with Regulations.
5.2. Organizer of Contest reserves the right to make changes in the terms and conditions of Contest until April 01, 2010 by announcing such changes online at http://imat2010.yandex.ru/.

6. Procedure of participation in the contest:

6.1. Contest tasks and information for obtaining Results are available at http://imat2010.yandex.ru/. Data are provided to Participants exclusively for personal use for solving the tasks of Contest.
6.2. Participants register for Contest by filling out electronic registration form at http://imat2010.yandex.ru/.
6.3. Filling out the registration form Participants should provide the following information: Participant’s first name and surname (or first names and surnames of all members of Team), Participant’s e-mail address.
6.4. By completing registration Participant gives consent that Organizer can process in any manner, including performing actions stipulated by section 3 article 3 of Federal Law of 27.07.2006 № 152-FL «On personal records», personal information provided in the registration form and all personal information sent to Organizer by Participant within the framework of Contest, except information provided in compliance with sections 11.3.1-11.3.3 of Regulations. This consent is valid for 3 (three) years and can be revoked by Participant by sending notification of revocation of consent for processing personal information at the address: 16 Lva Tolstogo, Moscow, 119021.
6.5. A participant is considered registered when they have followed the link in the registration confirmation email sent to their email address after they have filled out and submitted the registration form.
6.6. After registration, Participants have the right to send Results of solving the contest tasks (hereinafter Results) to Organizer during the whole period specified in section 4.2 of Regulations.

7. Requirements to results:

7.1. Results should comply with the requirements published by Organizer at http://imat2010.yandex.ru/.
7.2. Results submitted to Contest are not returned.

8. Procedure and criteria of results evaluation

8.1. In evaluation of Results the last Result of Participant (as of the time of receipt of the result by Organizer) is considered.
8.2. Results are ranked in ascending order of evaluation metrics obtained on test data set in compliance with the criteria published at http://imat2010.yandex.ru/. In case, two or more results are identical, Result received by Organizer first will prevail.
8.3. For evaluation of Results, Contest Commission is created consisting of employees of Organizer. Appointed members of Commission and regulations of its work are approved by General Director of Organizer.
8.4. Based on the results of evaluation, Contest Commission shall determine Winner.

9. Announcement of results of the contest

9.1. Results of Contest will be announced by publishing information about Winner at http://imat2010.yandex.ru/.

10. Prize

10.1. Prize is provided by Organizer of Contest.
10.2. Winner of Contest will receive Prize in the form of monetary payment amounting to 100,000 (one hundred thousand) rubles.

11. Prize claim procedure

11.1. Prize is awarded by Organizer of Contest.
11.2. Prize is awarded by transferring monetary funds in RUR to bank account of Winner.
11.3. To receive Prize Winner has to provide the following documents and information to Organizer:
11.3.1. Copy of passport (all pages),
11.3.2. Copy of certificate of registration of individual taxpayer on the territory of the Russian Federation, if available,
11.3.3. Application for payment of Prize through bank transfer of monetary funds to bank account of Winner signed by Winner including all details of Winner’s RUR bank account,
11.3.4. Complete technical report describing the methods that have been used to obtain Results.
11.4. Documents and information are submitted by Winner to Organizer in the office of Organizer at the address: 16 Lva Tolstogo, Moscow, 119021, on work days from 10 a. m. to 7 p.m. or by post at the address: 16 Lva Tolstogo, Moscow, 119021 (marked 'Internet-Mathematics 2010').
11.5. In case Winner is Team, documents and information are provided for each member of Team, and additionally the agreement stipulating distribution of Prize among the members of Team signed by all members of Team is provided to Organizer. Failure to provide such agreement means that, in compliance with the reached agreement, Prize is divided among all members of Team in equal proportions.
11.6. Upon payment of Prize the individual income tax amounting to 35% of the Prize is being deducted from the sum of Prize by Organizer.
11.7. In case of failure to provide documents or information mentioned in section 11.3 of Regulations, in full, and/or failure to apply for Prize within the period stated in section 4.4 of Regulations, and also in case of providing inadequate information by Winner to Organizer, Prize is not awarded to Winner.

12. Final provisions

12.1. Contest is organized and held on the territory of the Russian Federation in compliance with current legislation of the Russian Federation.
12.2. Sending application for participation in Contest means that Participant accepts all terms and conditions of Contest.
12.3. Performing any action stipulated by Regulations on behalf of Team means declaration of intent to perform this action by each member of Team.
12.4. In any matters not regulated by Regulations, Organizer and Participants follow current legislation of the Russian Federation.
12.5. All disputes and controversies arising in connection with organization and holding of Contest are subject to settlement through negotiations. Disputable matters not regulated through negotiations are subject to resolution in court at location of Organizer.
12.6. Regulations have been created in Russian and English. In case disputes in interpretation arise, the text in Russian will prevail.
